SUMMARY CONCLUSION:

The Bible appears to be equating repentance with salvation. This would have been the time prior to tribulation and judgment. God it seems had to seal, save, bring repentance to the Elect, individually, prior to God bringing judgment on Babylon. Today it would be a matter of gathering the elect (collective salvation) who’d been scattered at the start of the tribulation. Babylon today, continues under plagues and does not repent; meaning she never became saved and so God would not be making provision for her redemption.
