Job 12:15 Behold, he withholdeth the waters, and they dry up: also he sendeth them out, and they overturn the earth.

2Th 2:8 And then shall that Wicked be revealed, whom the Lord shall consume with the spirit of his mouth, and shall destroy with the brightness of his coming:

SUMMARY CONCLUSION:

The Bible appears to be associating coming out of Babylon with the separation of wheat and tares. The time when God the Holy Spirit is poured out as God unseals the Bible unto knowledge. This knowledge seems to reveal Christ through the Bible causing the elect to come out from under false prophets altogether.
