Is Revelation 11:13 speaking of judgment or salvation?

THE REMNANT: ELECT WHO COME OUT OF BABYLON?

Re 11:13 And the same hour was there a great earthquake, and the tenth part of the city fell, and in the earthquake were slain of men seven thousand: and the remnant were affrighted, and gave glory to the God of heaven.

Isa 10:21 The remnant shall return, even the remnant of Jacob, unto the mighty God.

Zep 3:13 The remnant of Israel shall not do iniquity, nor speak lies; neither shall a deceitful tongue be found in their mouth: for they shall feed and lie down, and none shall make them afraid.

Ro 9:27 Esaias also crieth concerning Israel, Though the number of the children of Israel be as the sand of the sea, a remnant shall be saved:

Ro 11:5 Even so then at this present time also there is a remnant according to the election of grace.

Mic 4:7 And I will make her that halted a remnant, and her that was cast far off a strong nation: and the LORD shall reign over them in mount Zion from henceforth, even for ever.

AFFRIGHTED: FEARING GOD UNTO SALVATION?

Re 14:7 Saying with a loud voice, FEAR GOD, and give glory to him; for the hour of his judgment is come: and worship him that made heaven, and earth, and the sea, and the fountains of waters.

Job 28:28 And unto man he said, Behold, the fear of the Lord, that is wisdom; and to depart from evil is understanding.

Pr 8:13 The fear of the LORD is to hate evil: pride, and arrogancy, and the evil way, and the froward mouth, do I hate.

Pr 14:27 The fear of the LORD is a fountain of life, to depart from the snares of death.

Pr 16:6 By mercy and truth iniquity is purged: and by the fear of the LORD men depart from evil.

Ps 85:9 Surely his salvation is nigh them that fear him; that glory may dwell in our land.

Ps 25:14 The secret of the LORD is with them that fear him; and he will shew them his covenant.

Ho 3:5 Afterward shall the children of Israel return, and seek the LORD their God, and David their king; and shall fear the LORD and his goodness in the latter days.

Mal 4:2 But unto you that fear my name shall the Sun of righteousness arise with healing in his wings; and ye shall go forth, and grow up as calves of the stall.

GIVING GLORY TO GOD: ELECT COMING OUT OF TRIBULATION?

Jos 7:19 And Joshua said unto Achan, My son, give, I pray thee, glory to the LORD God of Israel, and make confession unto him; and tell me now what thou hast done; hide it not from me.

1Ch 16:35 And say ye, SAVE us, O God of our salvation, and gather us together, and DELIVER us from the heathen, that we may give thanks to thy holy name, and glory in thy praise.

NOT GIVING GLORY: UNREPENTANT CHURCH?

Ac 12:23 And immediately the angel of the Lord smote him, because he gave <1325> NOT God the glory <1391>: and he was eaten of worms, and gave up the ghost.

Re 16:9 And men were scorched with great heat, and blasphemed the name of God, which hath power over these plagues: and they repented NOT to give him glory.

Re 16:11 And blasphemed the God of heaven because of their pains and their sores, and repented NOT of their deeds.

Re 2:21 And I gave her space to repent of her fornication; and she repented NOT.

Ps 52:7 Lo, this is the man that MADE NOT GOD his strength; but trusted in the abundance of his riches, and strengthened himself in his wickedness.

SUMMARY CONCLUSION

To fear and give glory to God such as we read in Revelation 11:13 appears to be speaking of the Elect who come out of Babylon in the DAY of judgment. Remnant, given the proper context speaks of the Elect. They fear unto salvation and Give glory to the God of Heaven as they are redeemed.
