The Bible appears to be equating great or many waters with the church in tribulation. The NOISE of these waters would be the voice of antichrists ruling in judgment. Because they are sent by God (His army), He equates their voice to HIS OWN (judgment). The Elect however are redeemed from these waters (salvation).
