SUMMARY CONCLUSION:

To be written in paper and ink appears to relate to the law that was written on the stony heart of the church. Then because of its fall, God is no longer speaking to New Jerusalem with paper and ink (old law) but through His Spirit (new covenant). God takes away the stony heart (church tied to the law) and gives it a heart of flesh.
